Kernel crash via wrapped allocation return mishandling

NULL pointer dereference in the Linux kernel starting at 6.3 allows local users to crash the system via crafted traffic-control changes. tcf_exts_miss_cookie_base_alloc treats xa_alloc_cyclic's successful wrapped return of 1 as an error, clears exts->actions, and passes that NULL pointer to tcf_action_init. Reaching the path requires local privileges and a cyclic xarray allocation wrap; the bounded consequence is a kernel crash.
