System hang via incorrect PCIe D3hot policy

Denial of service in the Linux kernel allows local users to hang affected TUXEDO Sirius 16 Gen 1 systems during resume. The PCI suspend policy places non-wakeup root ports lacking platform power management into D3hot, preventing the affected controller from resuming.
