Local service interruption via uninitialized host1x mutex

Use of an uninitialized resource in the Linux kernel 6.12 through 6.12.15 and 6.13 through 6.13.3 allows local users to interrupt service. The host1x runtime-resume path enters host1x_intr_start and locks intr_mutex before the interrupt initialization path initializes that mutex. Reachability requires local low-privileged access and NVIDIA Tegra host1x hardware; affected execution triggers kernel lock diagnostics and interrupts service.
