Local service interruption via unchecked compound order

Out-of-bounds shifting in Linux 6.7 through 6.12.13 and 6.13 through 6.13.2 allows local users to interrupt the system via compaction. isolate_freepages_block reads page flags as compound_order and shifts 1UL by that unchecked value without enforcing MAX_PAGE_ORDER. Triggering requires local low-privileged access and a compaction path that encounters a page whose flags are interpreted as its order.
