Availability loss via unbalanced IRQ wake disable

Incorrect IRQ wake handling in Linux on affected AMD systems allows local users to disrupt availability by initiating S4 hibernation. The AMD PMC driver invokes amd_pmc_suspend_handler() for freeze and poweroff even though i8042 enables IRQ1 wake only for suspend. Reaching the warning requires an affected AMD platform to enter S4 after a fresh boot without first entering s2idle; the unbalanced wake_depth decrement triggers a kernel WARN.
