Local installation-file access via permissive directory ACLs

Incorrect permissions in affected Splunk Enterprise for Windows releases allow local users to access the installation directory and its contents. During installation or upgrade, the installer leaves inherited grants for Built-in Users and Authenticated Users on the directory tree instead of restricting access to administrative and service principals. A non-administrator account on the Windows host is the required gate, and the resulting access covers the installation directory and all of its contents.
