Archive disruption via unrestricted scheduled-search disablement

Affected Splunk Enterprise 9.1 through 9.4 releases allow remote authenticated users to disable the Bucket Copy Trigger scheduled search. Saved-search access controls in the Splunk Archiver app fail to reserve that state change for the admin and power roles. Any authenticated user with a lower-privileged role can halt scheduled bucket copying, affecting archive integrity while the app is enabled.
