Unauthorized device enrollment via lingering SCEP service

Improper cleanup in Cisco IOS XE Software for Catalyst 9800-CL allows remote attackers to obtain certificates via SCEP requests. The Day One setup process leaves the hostname_WLC_CA PKI server reachable after setup, so it continues accepting unauthenticated certificate requests. No authentication or special configuration is required on affected cloud controllers; the certificate lets an attacker-controlled device join the virtual wireless controller.
