Administrative login bypass via unenforced IP restrictions

Authentication bypass in Cisco Identity Services Engine allows remote authenticated users to log in from blocked IP addresses. The administrative API fails to apply configured IP Access Restriction rules to requests originating outside allowed address ranges. The feature must be enabled and valid administrative credentials are required; exploitation bypasses only the source-address restriction.
