Cross-user data modification via ownerless KVStore records

Improper access control in Splunk Enterprise and Splunk Secure Gateway allows remote authenticated users to edit or delete other users' KVStore data. The app stores collection data under the nobody owner, leaving no specific owner, and omits controls that isolate each user's records. Any low-privileged account below the power and admin roles can therefore overwrite or remove another user's application data through the network interface.
