Authenticated SNMP ACL bypass via truncated configuration

Access-control bypass in Cisco IOS XE Catalyst SD-WAN 16.9.1 through 16.12.5 allows remote authenticated users to perform SNMP operations. Saving an SNMPv3 user expands authentication and privacy secrets into colon-delimited octets; lines over 255 characters are truncated on reload, cutting the ACL name so no ACL is applied. Valid SNMPv3 credentials, an overlength saved configuration, and a device reload are required; the attacker cannot change the configuration but can issue operations from a source the ACL should deny.
