Local rz-bin crash via undersized UTF-8 buffer

Heap-based buffer overflow in Rizin 0.8.0 and earlier allows local users to crash rz-bin via a crafted ELF file. During raw string scanning, rz_scan_strings_raw allocates a one-byte destination that rz_utf8_encode overruns while encoding crafted string data. A local user must cause rz-bin to analyze the malicious ELF with string extraction enabled; the demonstrated consequence is process termination.
