Subscriber-level survey submission via missing capability check

Missing authorization in Usercentrics Cookiebot WordPress Plugin 4.4.1 and earlier allows remote authenticated users to submit uninstall surveys. The send_uninstall_survey() function processes survey submissions without checking whether the caller has an administrative capability. Subscriber-level access is sufficient to send a survey on behalf of the website, with no reported confidentiality or availability impact.
