Caller crash via malformed ZIP timestamp

An uncaught exception in IO::Uncompress::Unzip before 2.215 allows local users to crash Perl callers by supplying a malformed ZIP header. _dosToUnixTime() decodes an invalid DOS timestamp and calls Time::Local::timelocal() without an eval guard, allowing an out-of-range field to terminate processing. Reachability requires a local user to supply a crafted archive to a Perl caller, and the bounded consequence is interruption of that caller rather than data access or modification.
