Stored script execution via unneutralized project goal

Stored XSS in SCALE allows remote authenticated users to inject script through the goal field when creating a project. The /scale/project creation path stores the goal parameter without neutralizing it before the value is rendered in pages viewed by other users. A least-privileged authenticated account can plant the payload, but execution requires another user to view the stored content; the reported impact is limited to unauthorized page-content changes.
