QUIC process crash via unchecked cipher lookup

NULL pointer dereference in OpenSSL allows remote attackers to crash a QUIC client or server by sending an unknown or unsupported cipher suite. The ossl_quic_get_cipher_by_char helper fails to check whether cipher lookup returned NULL before dereferencing the SSL_CIPHER object. Reachability requires an application to pass a peer-supplied cipher ID from client_hello_cb to SSL_CIPHER_find on a QUIC SSL object; the resulting process termination causes a service interrupt.
