SGW-C crash via unchecked Bearer QoS length

Denial of service in Open5GS 2.7.0 through 2.7.6 allows local users to crash SGW-C via a malformed GTPv2 Create Session Request. The SGW-C handler passes a Bearer QoS IE to ogs_gtp2_parse_bearer_qos without validating its fixed length, so a hard assertion aborts the process. Reachability requires access to the SGW-C GTP-C interface and interrupts that daemon; the public reproducer targets UDP port 2123.
