Upload-policy tampering via forged configuration requests

Cross-site request forgery in PHPEMS 11.0 and earlier allows remote attackers to alter allowed upload extensions through a logged-in user. The extension-setting handler processes a forged cross-origin configuration request without request-level CSRF validation. Exploitation requires a logged-in user with extension-setting permission to load attacker-controlled HTML; the change can permit dangerous upload suffixes, while code execution requires a separate malicious-file upload.
