Cross-tenant permission disclosure via unchecked department ID

Incorrect authorization in JeecgBoot 3.0 through 3.9.0 allows remote authenticated users to read cross-tenant permission IDs. The queryDepartPermission endpoint passes the caller-supplied departId directly into a SysDepartPermission lookup without confirming that the department belongs to the caller's tenant. A valid login session and a known or enumerable target department ID are required, and successful requests disclose that department's menu authorization configuration.
