Cross-tenant permission disclosure via unchecked departId

Improper authorization in JeecgBoot 3.0 through 3.9.0 allows remote authenticated users to read other tenants' permission data. The /sys/sysDepartPermission/list handler passes the request parameter map to QueryGenerator.initQueryWrapper and filters on attacker-supplied departId values without checking tenant ownership. Access requires a valid login, a known or enumerable target department ID, and configured department permissions; the result exposes permission and data-rule identifiers.
