Cross-tenant policy disclosure via unchecked identifiers

Improper authorization in JeecgBoot 3.9.0 and earlier allows remote authenticated users to read other tenants' data permission rules. SysDepartPermissionController.loadDatarule uses attacker-supplied permissionId and departId values in rule queries without verifying that the department belongs to the current tenant. Exploitation requires a valid session, enumerable identifiers, and configured department rules; successful requests disclose filtering conditions and permission metadata.
