Cross-tenant permission-rule disclosure via unchecked identifiers

Incorrect authorization in JeecgBoot 3.0 through 3.9.0 allows remote authenticated users to read other tenants' data-permission rules. The loadDatarule endpoint uses attacker-supplied department, role, and permission identifiers in queries without validating their tenant ownership. Exploitation requires a valid session, enumerable target identifiers, and configured data rules; disclosure is limited to permission-control metadata.
