Cross-tenant role disclosure via unchecked department ID

Improper access control in JeecgBoot 3.9.0 and earlier allows remote authenticated users to read cross-tenant role assignments. The getDeptRoleByUserId endpoint inserts caller-supplied departId and userId values directly into role queries without validating that either object belongs to the caller's tenant. Exploitation requires a valid session, multi-tenancy mode, and target user and department identifiers; the result exposes role and permission relationships without changing them.
