Local denial of service via unchecked local index

Null pointer dereference in Binaryen 125 and earlier allows local users to crash wasm-opt with a malformed WebAssembly binary. IRBuilder::makeLocalGet, makeLocalSet, and makeLocalTee accept an out-of-range local index and pass it to Function::getLocalType without validating it against the function's local count. Exploitation requires local ability to invoke wasm-opt on attacker-controlled input and terminates only that tool process.
