UPF crash via exhausted PFCP rule pools

Reachable assertion in Open5GS 2.7.0 through 2.7.6 allows remote attackers to crash the UPF via crafted PFCP session requests. The PFCP handler implicitly allocates QER, FAR, URR, or PDR objects and calls fatal assertions when a per-session pool is exhausted. Access to the UPF's PFCP endpoint is enough; the abort terminates open5gs-upfd and interrupts existing user-plane sessions.
