Session interruption via missing handler authorization

Improper authorization in JeecgBoot 3.0 through 3.9.0 allows remote authenticated users to interrupt other users' sessions. SysUserOnlineController exposes its online-user listing and forceLogout handlers without Shiro permission annotations, allowing a low-privileged account to select and invalidate active sessions. Ordinary authenticated access is sufficient, and repeated requests can continually force users, including administrators, to sign in again.
