Cross-tenant access via unchecked self-approval

Improper authentication in JeecgBoot 3.9.0 and earlier allows remote authenticated users to join arbitrary tenants. SysTenantController accepts tenant lookup, join, and approval requests without verifying tenant membership or approver authority, enabling users to approve their own requests. A valid account is required, and exploitation exposes tenant information and grants cross-tenant membership without administrator approval.
