TLS trust-policy bypass via stale CA-store reuse

Improper certificate validation in curl 7.87.0 through 8.17.0 allows remote attackers to bypass TLS trust policy via partial chains. The OpenSSL backend's CA-store cache comparison omits CURLSSLOPT_NO_PARTIALCHAIN state, so a reused handle can inherit the opposite partial-chain policy. Exposure requires TLS transfers, CA caching, reused easy or multi handles, and toggling that option; certificate verification remains enabled.
