Service interruption via unbounded board names

Resource exhaustion in affected GitLab CE/EE versions allows remote authenticated users to interrupt service via oversized board names. Board-name validation accepts excessively large values, allowing board processing to consume resources without an enforced size limit. A low-privileged account must be able to create or rename a board; the bounded consequence is denial of access to legitimate users, with no reported data disclosure or modification.
