Cross-client resource modification via identifier scope mismatch

Broken access control in Red Hat build of Keycloak 26.4 allows remote authenticated users to alter another client's resources. ResourceSetService and PermissionTicketService authorize the request's resourceServer client ID, but findById and delete act on only the supplied resourceId. Fine-grained administrative permission for one client and a valid resource ID suffice to update or delete another client's authorization resources in the same realm.
