Local service interruption via unchecked atoe returns

NULL pointer dereference in Eclipse OMR 0.4.0 and earlier allows local users to crash z/OS consumers through failed atoe conversion. Internal port-library and utility callers pass unchecked NULL conversion or allocation results into operations such as strlen. The flaw is limited to z/OS atoe consumers, and exploitation interrupts only the affected consuming process.
