Observable timing discrepancy in CODESYS Runtime Toolkit before 3.5.21.0 allows remote attackers to recover OPC UA server secrets. CmpOPCUAServer processes PKCS#1 v1.5-encrypted OpenSecureChannel payloads under Basic128Rsa15 and exposes a Bleichenbacher padding oracle through response timing. The policy is disabled by default and requires the CMPOPCUASTACK_ALLOW_SHA1_BASED_SECURITY build flag; exposure permits private-key compromise, authentication bypass, or traffic decryption.
