Cross-tenant metadata access via trusted tenant header

Improper access control in WSO2 Publisher REST APIs allows remote authenticated users to access or modify another tenant's API metadata. OrganizationInterceptor passes an attacker-controlled tenant header to OnPremResolver, which selects that tenant unless Publisher configuration disables the header. Exploitation requires Publisher API privileges in one tenant and a multi-tenant deployment; consequences are bounded to cross-tenant publisher operations.
