Cross-user folder deletion via upload_files authorization

Missing authorization in Yalogica MediaCommander 2.3.1 and earlier allows remote authenticated users to delete all folder organization data. The import-csv REST endpoint authorizes the Author-level upload_files capability even though the requested operation can delete every folder. Author-level WordPress access is sufficient to delete folder organization data created by administrators and other users.
