Application hang via excessive HTTP/3 headers

Denial of service in Wireshark 4.4.0 through 4.4.11 and 4.6.0 through 4.6.1 allows attackers to hang the HTTP/3 dissector. While decrypting a HEADERS frame, the dissector processes an excessive number of headers without bounding sequential allocations, driving high CPU usage until the application becomes unresponsive. Triggering requires decryption secrets from a keylog or capture file and either malformed traffic on the wire or user interaction with a crafted trace.
