Cross-account modification via trusted profile ID

Improper authorization in Orion Ops allows remote authenticated users to alter other users' profiles through a crafted update request. UserController.update accepts a caller-supplied ID for POST /orion/api/user/update, and the service updates that user_info row without matching it to the session user ID. Any developer or operator account can disable an administrator or overwrite nickname, phone, and email data; role changes remain administrator-only.
