SSH key disclosure via unscoped download tokens

Improper authorization in OrionSec Orion Ops at commit 5925824997a3109651bbde07460958a7be249ed1 allows remote authenticated users to read SSH keys. MachineKeyController omits role checks, while FileDownloadServiceImpl issues tokens for caller-supplied key IDs without validating ownership. Any logged-in account can enumerate stored key IDs and download administrators' imported SSH private keys without user interaction.
