Authenticated AI settings access via unchecked namespace identifier

Missing authorization in GitLab EE allows remote authenticated users to access other namespaces' AI model settings through the Duo Workflows API. The find_root_namespace helper accepts a caller-controlled query parameter or X-Gitlab-Namespace-Id header and calls find_namespace, which returns a namespace without checking the user's access. A valid account and network access to the API are required; the flaw exposes and permits use of another namespace's model configuration but does not grant broader namespace access.
