Local crash via missing section-data null check

Denial of service in GNU elfutils eu-strip 0.192 allows local users to crash the utility via a crafted ELF file. elf_strptr validates a string through a null rawdata_base pointer when a section declares a size but contains no loaded data. Exploitation requires local invocation with --reloc-debug-sections-only, and the resulting illegal read interrupts only the eu-strip process.
