Privilege escalation via planted dynamic library

DLL planting in Altera High Level Synthesis Compiler 19.1 through 24.3 allows local users to execute code through the Windows compiler command. The affected command loads a planted DLL from C:\quartus\bin64 when that directory is writable by a nonadministrator. Exploitation requires low-privileged local access and active execution of the affected command, after which attacker-controlled code runs in that process.
