Privilege escalation via standalone System Console DLL planting

DLL planting in Altera Quartus Prime Standard Edition 17.0 through 23.1.1 allows local users to escalate privileges on Windows. In the standalone Programmer and Tools package, System Console resolves a DLL through an uncontrolled path element and loads a planted library; Altera does not identify the DLL. Exploitation requires local low-privileged access, user interaction, and the standalone package; full installations and Linux are unaffected.
