Privilege escalation via unchecked installation-directory permissions

Incorrect execution-assigned permissions in Altera Quartus Prime Pro Edition 17.0 through 24.3.1 allow local users to escalate privileges. The Windows installer reuses an existing target installation directory without verifying that its permissions restrict modification to administrators. A low-privileged user must prepare a permissive target directory and an administrator must run the installer against it, enabling privilege escalation through replaced binaries.
