Subscriber-level coupon modification via missing capability checks

Missing authorization in Themeum Tutor LMS 3.9.3 and earlier allows remote authenticated users to modify or delete arbitrary coupons. The bulk_action_handler and coupon_permanent_delete functions perform coupon state changes and permanent deletion without checking the caller's WordPress capability. Subscriber-level access is sufficient to activate, deactivate, trash, or permanently delete coupon records, while confidentiality and availability are unaffected.
