Unauthenticated settings disclosure via unchecked admin_init access

Improper authorization in IP2Location Country Blocker 2.38.8 and earlier allows remote attackers to view stored plugin settings. The admin_init() function exposes its settings-handling path without checking whether the requester has an administrative WordPress capability. No login or user interaction is required, and the disclosed data is limited to the plugin's stored configuration.
