Arbitrary file upload in WSO2 API Manager products allows remote authenticated users with administrator access to execute code. The throttling-policy import REST API accepts an attacker-controlled filename and content without restricting file types or verifying that the canonical destination remains inside the intended import directory. Administrator permission is required; a crafted upload can place executable content at a chosen deployment path and run code in the server context.
