Cross-tenant data disclosure via consent scope collision

Consent isolation failure in WSO2 API Manager 3.2.0 and 3.2.1 and Identity Server 5.10.0 allows remote authenticated users to read cross-tenant data. The application consent manager reuses consent for same-named SaaS applications without isolating tenant scope, so consent from one tenant applies in another. Exploitation requires a multi-tenant deployment and user interaction; single-tenant deployments are unaffected.
