Subscriber-level user suspension via unchecked AJAX action

Missing authorization in Metagauss ProfileGrid 5.9.7.2 and earlier allows remote authenticated users to suspend arbitrary group users. The pm_deactivate_user_from_group() AJAX handler processes a supplied target user without checking the caller's required capability. Subscriber-level access is sufficient, and the resulting integrity impact is limited to suspending selected users, including administrators, from groups.
