Subscriber-level page creation via missing capability check

Missing authorization in CodeConfig Accessiy 1.0.0 and earlier allows remote authenticated users to create arbitrary published pages. The Settings::createPage() function accepts the ccpcaCreatePage AJAX request and publishes a page without checking the caller’s capabilities. Subscriber-level access is sufficient; exploitation adds attacker-chosen public content but provides no reported data disclosure or code execution.
