Authenticated service interruption via unnormalized Wiki redirects

Infinite redirect loop in affected GitLab CE/EE releases allows remote authenticated users to interrupt service through crafted Wiki redirects. The find_redirection function in wiki_actions.rb compares raw redirect paths in a seen set without normalizing equivalent forms, so /C and /C/ evade cycle detection and recur until requests exhaust resources. A regular account that can create a project Wiki and push a crafted .gitlab/redirects.yml file can drive repeated requests that make the self-managed instance unavailable; affected ranges are 17.1 through 18.6.3, 18.7 through 18.7.1, and 18.8 through 18.8.1.
