Denial of service via inverted HMAC comparison

Improper source-address validation in OpenVPN 2.6.0 through 2.6.15 and 2.7_alpha1 through 2.7_rc1 allows remote attackers to interrupt service. The three-way handshake's HMAC-cookie verification interprets the memcmp result backwards, accepting every cookie instead of rejecting mismatches. Spoofed TLS handshake packets can consume server state until new VPN connections are refused, without exposing or altering tunnel data.
